The Perihelion can be considered the beginning of a planetary cycle. The planet is at its closest point o the Sun and thus closest to the Earth. It is often considered to be at its most 'bound' while when at Apihelion - fartherest from the Sun - it is at its 'freest'.
Perihelion indicates the beginning of the new cycle of the planets unfoldment. The Apihelion is the point were the events developing from the perihelion reach their peak of expansion in their development and now begin to consolidate.

NB: The Neptune dates and degrees are a little suspect as the tables I used were a little confused.
At the present time
Jupiter ( social and cultural trensds) and Pluto ( world control ) are about 30 degrees into their new cycle
Saturn ( laws ) is within 30 degrees of beginning its new cycle
Uranus ( ideologies & technical innovation ) is within 30 of its Apihelia
Neptune ( spiritual beliefs ) will be in waning 90 degress to its axis within two years
